Jordan enhances readiness to implement NDC 3.0 with support from the Green Climate Fund

The initiative is supported by the Green Climate Fund’s Readiness Programme. Its goal is to strengthen Jordan’s institutions to address climate change and advance the Sustainable Development Goals (SDGs).

The United Nations Development Programme (UNDP) in Jordan, in cooperation with the Ministry of Environment, has launched a new project titled “Readiness Support for the Implementation of NDC 3.0.” 

The initiative is supported by the Green Climate Fund’s Readiness Programme. Its goal is to strengthen Jordan’s institutions to address climate change and advance the Sustainable Development Goals (SDGs).

The project will help prepare, implement, and monitor Jordan’s third NDC. It aligns with the Paris Agreement, Jordan’s Climate Change Policy (2022–2050), the Economic Modernization Vision, and the National Adaptation Plan (NAP). It promotes low-carbon growth and stronger climate resilience by building technical expertise, engaging stakeholders, and improving systems for climate finance.

Gender equality is central to the project. It includes programmes to train female researchers and scientists in climate action. With a budget of about USD 1 million, over 36 months, it will provide training for some 500 participants.

The project also supports global commitments such as the Paris Agreement and the SDGs, while reinforcing national green growth and gender policies. It seeks to fix institutional gaps, empower stakeholders, and stimulate climate finance. This will help Jordan meet its climate pledges while supporting sustainable development and social justice.

The initiative will improve coordination among government bodies and boost technical skills in climate risk assessment. It will also create a system to track climate finance and expand community participation by involving women’s groups, youth, and civil society. At the same time, it will promote dialogue between public and private sectors to attract investments.

Rana Saleh, Acting Environment Programme Manager at UNDP Jordan, said: “UNDP is a strategic partner in preparing NDCs and other national commitments. We support data collection, review legislation with the Ministry of Environment and national partners, and mobilize climate finance to drive action. Our aim is to ensure alignment with the SDGs and implement existing pledges.”

Eng. Bilal Shaqareen, Director of the Climate Change Directorate at the Ministry of Environment, added: “Updating NDC 3.0 is a key step. It puts Jordan on a clearer path to cut emissions and boost adaptation through strategic projects. The readiness project builds the technical base to accelerate action, strengthen monitoring and reporting, and widen access to finance. Despite limited resources, climate action is a necessity. It creates jobs, improves competitiveness, and secures a better future for all.”
